All the departments of Assam government in the State Secretariat – Janata Bhawan – started functioning from April 21st, 2020.
Elaborate arrangements of hand sanitizers and hand washbasins have been made at the entrance of the Secretariat.
The Assam government has also arranged a special bus service for the employees of from April 21st, 2020 till the lockdown is lifted.
The bus service will be provided by the Assam State Transport Corporation (ASTC) and it will operate on eight routes of the city.
All officials in the rank of deputy secretary and above will attend office regularly. Other Grade I and Grade II officers may attend office as and when required.
The Divisional Commissioners, Deputy Commissioners, & SDO (C)s have been directed to ensure that maximum 33% of the employee in the cadre of Grade- ll, lll & lV as per the requirement to attend office for the smooth functioning of the offices.
A roster of duty for the above employee has been drafted by the respective Head of offices and ask them to attend offices on respective allocated dates till May 3rd, 2020.
All personal staff attached to the ministers, advisors, senior-most secretaries and officers on special duty will also attend office regularly. The entry of non-essential visitors will be banned in the Janata Bhawan.
However, these instructions shall not apply to the offices and employees engaged in essential and emergency services and those directly engaged in taking measures to control the spread of novel coronavirus (COVID-19).
The Officials/employees who will be at home on a particular day as per the roster drawn up has been directed to be available on telephone, mobile phone and electronic means of communication at all times. The period of working from home shall not be treated by the official or employee as leave.
The staff attending office have been asked to strictly adhere to various precautions like social distancing and wearing masks. All workplaces will have an adequate arrangement for temperature screening and sanitizers.
Wearing of the face cover has been made compulsory in the workplaces. Gathering of more than five people has been prohibited. Spitting in office and outside; use of gutkha, tobacco, etc., have been banned.
The staffers have also been asked to use the staircase instead of the lifts. Frequent cleaning of common surfaces and handwashing has been made mandatory.
